Stalkerware en spyware: the hidden threat of digital surveillance

This whitepaper presents the findings of a DataExpert study into the operation and risks of stalkerware. The research shows that these applications can be installed within minutes, often remain invisible to the victim, and have a profound impact on privacy. Features such as live camera access, call monitoring, and keystroke logging enable comprehensive surveillance.

Parental control apps may appear harmless. They are marketed as tools to help protect children online. In practice, however, these applications are increasingly being misused as stalkerware: software that enables perpetrators to track, monitor, and intimidate their victims.

The severity of stalking is often underestimated. Stalking is frequently a precursor to more serious forms of violence, particularly against women. Between 2 and 13 percent of stalking cases result in either an attempted murder or homicide. Early detection and intervention are therefore critical and can be life-saving.

For law enforcement agencies and victim support professionals, it is essential to understand how stalkerware operates, how to identify it, and how to respond safely. Removing stalkerware without proper precautions can lead to escalation and put the victim at risk of physical harm.
